Scrolling on springboard stops working after partially pulling down spotlight

Very consistently, I find that after partially pulling the spotlight down, my springboard kinda freezes. Most of the time, it’s just scrolling that stops working, but sometimes also apps won’t open and I have to use my cc to respring (nc and cc and all apps still work, it’s just that the springboard stops scrolling).
