Initial configuration describes running divvy init, but this command no longer exists...

I believe init should be intact. What version are you using?

works for me:

 divvy --version
divvy 0.4.1-dev
sheffien@nox:~$ divvy init -c divvy.cfg
Wrote new divvy configuration file: divvy.cfg
