I did a custom install of Pop!_OS 22.04, using a USB stick which was flashed from pop_os_22.04_amd64_intel_43.iso, downloaded from https://pop.system76.com/. I did a custom install so that I could use gparted to create and size the partitions.

I created a partition for use as the recovery partition, but the installer did not populate it; it was empty after the installation.

I eventually found out how to get the installer to populate the recovery partition, but it was not obvious.

If the installer is not going to automatically populate the recovery partition, it should at least provide specific instructions on how to do that, or link to an article that provides those instructions.
