Switch test suite to use ubuntu-latest when Python 3.7 support is removed. #2837

Python 3.7 is no longer supported as part of ubuntu-latest, so #2836 has switched the test suite to use 22.04. Once python 3.7 is removed we can switch this back to ubuntu-latest.
