Unable to clean up 3mf with secure content

Hi,

Clearing up a file with secure content is not possible. You can remove all resourcedatas and consumers, yet the final result still contains secure content as required extension and a keystore, which is mostly empty but not quite.
This prevents tools that do not support secure content extension from opening it, even though there are no encrypted resources in the file.
