Description

We don't test the impact of RNG failure through the PSA API. This needs some infrastructure since normally the RNG never fails unless the entropy sources fail, and in that case the library initialization fails. For example, we don't have a way to cause the RNG to fail that could let us write a non-regression test for #207.
