Where to get the first elytra?

I started atm6 and I'm at the point where recipes are requiring an elytra but there isn't a way to craft one except with the dragon scale and there doesn't seem to be a way to get one since end cities are disabled. Am I missing something? I saw someone say something about a quest reward but non of the rewards are an elytra, just a phantom membrane.

I don't know where to get an elytra some I'm trying to make one but I'm having trouble spawning phantoms at any height. Any ideas or suggestions I tried to afk for over a day irl with no sleeping but they still don't spawn
