Guardian: initiation fee

Implement an "initiation fee": when registerPool is called by the validator, it should do a claim() on their staking pool for a certain amount with the AdEx msig as beneficiery

This serves to prove that the insurance system works, but also ensure on a technical level that calling claim() won't fail

not adding to the V5 project cause it's not immediately important
