There is no need to build the pocketsphinx or sphinxbase from source to get the pocketsphinx_batch command to work.

Simply install pocketsphinx package using your package manager (in case of ubuntu/debian, do this - sudo apt-get install -y pocketsphinx) and you should be able to use the pocketsphinx_batch command.
