rationalize and document algorithm functions #423

Either automatically as with dispatch tests, or manually. Probably as part of a doc rewrite for Sphinx.

For every algorithm function, I want to know what objects it requires, what objects it returns, and what it's side effects are.

Raised on March 2015 call.

I'm using this for the "flatten algorithm further" item on the roadmap (#357).
