Saber and Pete at Faunalia UK (http://www.faunalia.co.uk) has put together a QGIS plugin that provides a UI to the loader which is available here: http://moses.faunalia.co.uk/qgis/plugins/plugins.xml. It currently supports output in ESRI Shapefile format with some QGIS specific attributes to make rendering labels simple.
