Mark occurrences/search API as public in swagger UI #902

Currently, the occurrences/search API in Swagger UI has a lock symbol, which can be mistakenly interpreted as indicating a protected API. This symbol should be removed, and the description should be updated to clearly explain the effects of sending a JWT token.
