Spinner appearance doesn't appear correct

Describe the bug
The spinner icon when deploying an app appears to be centered on the left point such that when spinning it appears to spin from the center rather as a circle.

To Reproduce
Steps to reproduce the behavior:

1. Deploy a web app to Azure Function
2. Click through the options to deploy
3. Wait for deploy message and spinner
4. See error

Expected behavior
Expect the spinner to appear as a spinning quarter circle that appears to form a complete circle.
