Food scraps: Set waiver timing

Set waivers to be a fixed 12 month period for each group. For example, Group 1 waivers, no matter when we award them, will end in March 2024. Group 2 will end in September 2024 and Group 3 will end in September 2025. Waivers will still be able to be renewed, but for the fixed 12 months afterward.
