Abit unsure if i should report this as a bug or not but it seems that the DHCP server gets confused if you use a dhcp relay(Cisco IP helper)
it will only give out leases for the vlan its attached to. So if a client in VLAN 9 try's to get a DHCP lease and the relay is set in vlan 10, the lease will only come from the subnet vlan 10 is attached to. Could be a miss config on my end but or something strange going on with the mikrotik version of dhcp relay.
