Add a Setting to allow turning off addition of version number to file name

I understand the reasoning behind adding the version number to the filename when downloading, however doing so causes the new version to no longer recognize the already downloaded versions. It is extremely useful to look at the display of model cards, and see which have already been downloaded. With the new version, since the file names are different, it no longer recognizes the original file as the same model. I this feature could be turned off in the settings, it would be extremely useful.
