I too have yet to find an official method of getting a Client Id and API key for LOCG.

The only way I managed to find the 3 endpoints this uses, and a valid Client Id and API Key was by decompiling the app years ago before it's v2 make over.
They've since migrated to using flutter for the app and I've been unable to decipher these details again. The only other place I can think would be if its in the requests/responses of the website.
