[1.20.1] Range Bonus given by upgrades doesn't work when equal to 1

When adding an upgrade giving +1 block range to a Storage Controller, nothing will happen. Any upgrade giving more than 1 block will properly work.

In my case, I have both the COPPER Upgrade Multiplier and RANGE Divisor put to 4 but trying to give the same multiplier to other upgrades gives the same result.
