User story: A vendor feels that a case needs to be shared with another vendor who is not on the platform.

Current capability: email the other vendor and request CERT/CC to create an account for them, then add to case.

It would be great to have this workflow supported in VINCE:

vendor A invites B
B signs up
coordinator approves B's account
B requests case access
Reporter or coordinator approve access.
