Add option to not delete custom-app when deleting a Service Entry

Currently the watcher tries to delete the custom-apps + SaaS optimization policies associated with a given Service Entry. While this is typically good, there are cases where removing the custom-app state might have unintended effects (particularly during testing). It would be interesting to have an option via configuration to just remove the SaaS optimizations without removing the custom-app classification.
