Create the basic structure for the Rancher Provider:

CI scripts
some Test environment
- check what "sandbox" options are available for testing
configure credentials/secrets etc.

Add one simplest example for official Terraform Rancher Provider. Could be one of:

Cloud Credential
Cluster
Node Template
