[Feature] [suggestion] admin user/role can be block listed from making tickets.

Feature Description

Very low priority but : personal preference, I wouldn't want someone on support staff or given a lower role to be able to add my user to the blocklist.. I realize a cpgg could have multiple admins but seems there is some trolling potential here.

At present anyone with admin.ticket_blocklist.write can ban anyone from creating tickets.

Solution Idea

perhaps some check to see if a user has * permissions or is a top rank before actually blocking them from creating a ticket.
