tile isn't removed with its block

Describe the bug

I use a plugin that adds hoppers to the game and it has a limit on the number of hoppers. I have tested and used this tool to quickly remove the placed hoppers

//set 0 or //fill 0

Expected behavior

All hopper tiles got removed and i can place more hopper.

Revived behavior

The hopper tiles is still there while all the hopper blocks got removed.
