Pyciemss team have made a lot of updates to optimize recently and we should test these to ensure theyre not breaking before pushing them into staging/prod

-Start time and parameter value optimization for the same parameter with weights
-Optimization with different intervention types is merged into main with a template for combining multiple intervention types:
