Local feed hook

Before doing this issue you will need to implement #15
We need a hook to manage local feed and send local video and audio to the server:

use the length of datas set in the voice slice
use define by the slice codec
expose a method to start the conversation
expose a recoder to get audio/video inputs
the recorder should also be able to send its datas to the server
