Update Python version for building when released XGA has had dependencies updated #268

The developer of XGA is a pain in the arse and hasn't updated the dependencies so we're stuck on an old-ish version of Python.

In a similar vein - once that has been done I should get the astropy version upto 6.0.1 (it doesn't support python 3.8 which I am using because XGA gets upset otherwise).

RIGHT - Much progress has been preparing for this. Things I still need to do include:

  • Changing the pypi build and publish github action to account for the fact that I am now using versioneer
  • Do some more tests on DAXA to make sure stuff still works - and run Jessica's tests of course
  • Actually publish the new version of XGA with the updated dependencies (will be v0.5.0) on PyPi so it can be a dependency
  • Add XGA to conda forge
