Introduce the configuration concept and framework into the registry

Introduce the configuration concept into the registry. the structure should look like:

configuration
   logging
   num-of-worker
   num-of-executor
   ....

And have the master and worker watch for the change in the registry to dynamically react to the change and reconfiguration. But will need to do more research and experience.
