[FEATURE] Make Parameters Tunable

There are many hardcoded values in the engine (i.e. "magic numbers"). At some point these values will need to be tuned and adjusted as the engine is developed further.

I need to set up a system where:

• Parameters are stored in a central location in the code and can be re-used throughout.
• Parameters can be mapped to UCI option values
• Parameters can be tweaked by whatever our tuning solution ends up being.
