Stop collection early if we cannot centre #201

Once we have all the collection logic in Hyperion (#202) we should be able to halt collections early if the sample is bad e.g.

Pin too long/short
No diffraction
Diffraction strength from XRC is less than some threshold

When these happen we should:

Put an appropriate message in ispyb
Do not do a rotation on this sample
Move on to the next sample
