Ensure hyperion behaves well with stepped transmission collections

For the majority of UDC collections we can assume 1 XRC then 1 rotation. However, for stepped transmissions there will be multiple rotations after one XRC but at different transmissions. Following #470 it is possible that we may not handle these very well.

We can handle them by falling back to GDA or by doing an XRC in between each collection, whichever is easiest

• A stepped transmission is run with GDA and data is collected properly
