Does EAMxx support branch and hybrid runs?

It may be possible that the logic for when we have EAMxx read from a restart file is not compatible with hybrid or branch runs. We currently only initialize from restart if the case_t0<run_t0, but hybrid cases in particular allow a user to specify any startdate. There must be a way to query the CPL to understand if the current run is hybrid or branch and act accordingly.
