[Bug] Portals created in the nether bypass towny

Describe the bug

When people create portals on the nether that match up with overworld coordinates within claimed plots a portal is created regardless of perms.

To Reproduce

Go into nether from town, have someone break the portal on the overworld side, return through the portal.

Expected behavior

Portal is created outside of claims to avoid grief
