Have Google Earth follow behind Cesium when GE is "inactive" #452

Overview:
Right now, Cesium always follows GE's pose 1to1 when GE is active and Cesium is inactive. The window still exists, but is hidden while GE takes priority.

I think we could do quite a bit if we can get GE to follow Cesium's pose 1to1 when GE is inactive - like controlling GE through Cesium.

What would it take to make this change?

From Dmitry - "Yeah shouldn't be all that hard tho it's quite easy to get them in a loop"
