The Jan Vaclik Montenegro events fire for all the nations, every few weeks. Causing every nation to be at -500 PP.

Reproduction
I personally played as Sardinia and the events started firing after 1860.
I confirmed that it's not just my nation being affected by tag switching to a few AI countries.

Probably introduced by a recent commit called "Montenegro Fixes"
