Enhancement

Having a GRG that uses the concept of a margin grid and not just a internally placed label for each grid cell is needed.

This is something that is usually done as a static graphic; however, moving this to a feature service that would persist throughout the enterprise is a bit tricky. More information needs to be understood how how this is done at different scales.
