It is possible to implement
create,>bodyanddoes>in a standard Forth program, using quotations and the proposed wordlatest-name.See the implementation in my gist 4b957889.
This implementation is not very efficient, but can be useful for illustrative purposes, or as a ready-to-use library for a very small Forth system kernel.
