Make FuelMessagePortal aware of fuel-core header versions

Currently, there is a single entrypoint that uses a static struct pointing mimicking fuel-core defined headers.

As the chain progresses, headers might change, increasing its versions. To preserve the ability to relay messages from old headers, it is needed to have multiple entrypoints each one using their respective headers
