Add option to broadcast notes in data overlay

This should be helpful for getting rid of older note versions, especially outdated profiles.

Let's say the site finds 3 versions of the profile. You could press broadcast on either of them, and it would be pushed out via the blastr relay, and also specifically to the relays that the other two notes were found on.
