allow approve-and-email

Sometimes we want to approve an account but also send a message.
In particular, I'm thinking of the student where we cannot guess the project that the student will be joining. So either this is a general 'approve-and-email' or it is specific 'approve-and-email-about-projects'.

The text for the later case should include:

We have received and approved your request for an account at the GENI Portal.

Note that your account will need to be associated with a project in the GENI Portal for you to be able to use GENI resources. Students need to join an existing project. Only faculty members at universities and senior personnel at companies can create projects and be project
