Can we get rid of the dependency over the Utility AI Plugin?

Perhaps implementing the functionality that is leveraged from the AI Plugin would allow the project to be migrated more easily to newer versions of the engine. Here some analysis must be performed in order to know for sure if the plugin is not already compatible with newer versions (so we can port it first (allowing the community to use GOAP with fresher builds of the engine) and only then take care of a possible in-house implementation)
