I think this looks pretty cool, but I have no idea how to build the mod as I’m new to Java and Minecraft mod development in general. Do I need any 3rd party tools?

I have been working on this one using a few different tools but most are trash... I am trying to get a program that can work with .CLASS files... I don't know if Visual Studio Code works with that (still trying to work with it). I am kinda new to MC mods in general. I will research some more
