Describe the bug
There is a recent I2S with the wrong email subjects (the words "intent to" are missing. However, everything else in there is correct and it even includes the right Chromestatus link to the appropriate gate. API owners recognized that as a legitimate request and the tool should too.

Expected behavior
Our matching logic should allow for such errors in the subject and perhaps check the overall email body structure for the sections usually present in an intent?

Another idea is to leverage the line "This intent message was generated by Chrome Platform Status", which intents now always have, assuming that an unrelated discussion wouldn't contain that sentence at the end.
