Scrollnav scrolls outside of the content container #2015

Summary

When a section link is clicked in the sidenav, it scrolls the page outside of the content container until it is at the top.

Reproduction

Steps to reproduce:

Clicking on any of the links in the example component will display this happening.

Additional context

We are seeing this happen when the content container is rendered inside of an hc-tab. The components above the tab are scrolled out of view.
