Launcher does not do anything

I start it, nothing happens, I run arena, join a draft, nothing is different.
It worked at first, but then I messed with it by ending the process, or using its settings iirc.
I've uninstalled reinstalled couple times (mostly in an attempt to fix it) but nothing has helped.
Starting it again gives me a message saying its running in the background... that's literally all it does.
