Has this patch been suggested for merging in upstream? Because it is truly awesome!

@aviallon Thanks! I don't recall if the current, integrated version was suggested for merging upstream. We did propose the code at the tflmsv1 branch level back, but it was at a time when TensorFlow was removing the contrib part of the source tree.

The corresponding built-in LMS functionality for PyTorch, https://github.com/IBM/pytorch-large-model-support, was suggested, but I do not believe it was merged.

The LMS code in this repository is under the Apache 2.0 license so someone could pick it up, update it for the latest level of TensorFlow and create a PR to upstream.
