COBOL / JCL Folding - Manage a setting to disable the built-in folding function

Description of the enhancement requested

ZOE now natively supports COBOL source code folding.
Great!

However, the options supported by ZOE may not meet the user's needs, or may not work (due to the link with the COBOL Language Server, confer #433), and it would be necessary to disable this functionality in order to use an alternative solution, (and not create conflict between extensions), such as the one described in discussion:
