DREF imminent to response

When creating an Ops Update from an Application that was created as Imminent, if the Ops Update remains as Imminent the text box "Please explain how is the operation is transitioning from Anticipatory to Response" appear (in both form and export), but when the Ops Update created from an imminent Application and the Ops Update changes to Response the text box disappears (from both the form and the export).

The expected behavior is the opposite:
Application Imminent --> Ops. Update Imminent NO TEXT BOX
Application Imminent --> Ops. Update Response TEXT BOX

And since we are touching that box, can we rename to "Please explain how the operation is transitioning from Anticipatory to Response", so eliminating the first IS.
