Create Select Component in Design System that allows filtering of options

We need a component in the Design System that will allow users to type into the selection to filter the options list.
We are closing these two issues in Dataverse, because we they be addressed in the SPA, using this component:
IQSS/dataverse#9092
IQSS/dataverse#6772

This component will also be used in the Host Collection input in the Create Dataset Page

In order to improve the performance of retrieving the list of options, there is another issue in Dataverse, to improve the API:
IQSS/dataverse#6467

This issue is dependent on the completion of API issue in Dataverse
