Move GCAM-related parameters out of global parameters section

Parameters like the location of the model interface jar, location of dbxml libraries, and so on were originally placed in the global parameters section because several components needed them in order to read the GCAM results. However, it would be better to have the GCAM component export these as additional capabilities so that configurations that don't use GCAM wouldn't have to include them.
