Updating the Jackett issue-bot

I'm looking into updating this bot to be a little more useful. I haven't done much JS programming in general, and even less node and zero GitHub programming, so it might take a while.

Features I'm looking into adding:

• Issue label handling - Offering replies/actions based on specific issues such as:
  • Adding new tracker labels to the tracker project
  • Adding default comment with Full Logs Needed (probably this one [shazbat] Exception (shazbat): Object reference not set to an instance of an object.: Parse error (Config) Jackett#7492 (comment))
  • Adding a comment with Invite Needed
  • Others as desired
• Offering default messages for known issues (e.g. yggtorrent - new address https://www2.yggtorrent.se/ Jackett#7095 (comment))
• Putting in the Jackett release version on closed issues automatically ([REQ] films.club Jackett#7289 (comment))
• Making some of these options configurable with a .yml file in the .github folder of the project (similar to https://github.com/behaviorbot/request-info#Usage)

And possibly more.
